Signal Detection

VECTOR monitors FEMA, NWS, CDC HAN, NIFC, and state emergency portals. Signals above confidence threshold (0.75) advance automatically. Below-threshold signals route to human review before any alert fires.

Registry Matching

Verified incidents are matched against the credentialed org registry by incident type, geography, and active capability tags. Only Tier 1–3 verified organizations appear in alerts.

Brief Generation + RAGAS

What is RAGAS? RAGAS (Retrieval Augmented Generation Assessment) is an evaluation framework that measures the quality of AI-generated content against source material. VECTOR uses RAGAS to validate every donor brief before it is sent — ensuring that what donors read is accurate, relevant, and grounded in verified incident data.

Why it matters: Without RAGAS, AI-generated briefs could hallucinate details, overstate severity, or misattribute organizational roles. RAGAS acts as an automated quality gate. Briefs that fail are blocked and routed to human review. Briefs that pass carry a score donors and funders can audit.
